For many years, the Sangguniang Panlungsod has been consistently working with the Executive Department in pursuing greater things for the City of Sagay like economic development, well balanced environment, effective, efficient and economical governance and improved quality of life for the Sagaynons. Major projects and programs have already been put in place. Significant improvements have been achieved. Yet, many things are still to be done, more programs to implements and projects to initiate. With the able leadership of Honorable City Vice Mayor Leo Rafael M. Cueva, your city council gave its full support to the local government initiatives of the Honorable City Mayor Alfredo G. Marañon, Jr. by formulating appropriate and significant legislative measures. For the Year 2008, the Sangguniang Panlungsod enacted four (4) City Ordinances focused on education, health and revenue generation; four (4) Appropriation Ordinances and passed Two Hundred Thirty Two (232) resolutions.
ORDINANCES ENACTED:
1.) City Ordinance No. 2008-001, entitled “An ordinance prescribing the registration of fishing vessels three (3) gross tonnage and below and imposing fees and penalties therefore”. This ordinance provides the manner of registration of the fishing vessels three (3) gross tonnage and below and the imposition of fees to the said fishing vessels operating within the City of Sagay. The implementation of this ordinance would increase the collection of the city. 2.) City Ordinance No. 2008-004, entitled “The Sagay City Comprehensive Anti-dengue ordinance.” This ordinance was initiated by the Committee on Health with the objective of institutionalizing and strengthening the dengue prevention and control program of Sagay City. 3.) City Ordinance No. 2008-008, entitled “An ordinance regulating the operation of the renovated Old Public Market, providing the manner of adjudication of stalls/booths, fixing the fees/rentals thereof and for other purposes.” This ordinance, authored by the Committee on Finance and Committee on Market, provides the imposition of rental and goodwill fees, and the manner of adjudication thereby giving a minimum-bid-privilege to the qualified existing occupants of the Old Public Market. This also provides for the creation of Market Committee who would be responsible for the review and evaluation of market policies and operation. Likewise, the implementation of this ordinance would enhance the income generation of the city. This ordinance aims to inculcate the habit of reading of the children and the youth of Sagay City; to develop the children in their literary skills, expand their grammatical knowledge, and vocabulary; to equip and widen the knowledge, build up comprehension, cultivate creative ideas and descriptive imaginations of the children and the youth; and to preserve reading through generations;
APPROPRIATION ORDINANCES APPROVED
1.) Appropriation Ordinance No. 1, Series of 2008 – “An Ordinance approving Supplemental Budget No. 1 of the City of Sagay for Fiscal Year 2008 for General Fund in the amount of P24,763,505.05 and for Economic Enterprise in the amount of P2,071,890.00.”2.) Appropriation Ordinance No. 2, Series of 2008 – “An ordinance approving Supplemental Budget No. 2 of the City of Sagay for Fiscal Year 2008 in the amount of P7,543,944.00 and for Economic Enterprise in the amount of P270,169.00.”3.) Appropriation Ordinance No. 3, Series of 2008 – “An ordinance approving Supplemental Budget No. 3 of the City of Sagay for Fiscal Year 2008 in the amount of Two Hundred Seventy Five Million Pesos (P275,000,000.00).” 4.) Appropriation Ordinance No. 4, Series of 2008 – “An ordinance appropriating the amount of P361,238,709.00 for the General Fund and P P22,817,000.00 for the Economic Enterprise of the Annual City Budget of the City of Sagay, Negros Occidental for Fiscal Year 2009.”
RESOLUTIONS PASSED:
A total of 232 resolutions were passed, classified as follows: (25) resolutions on Finance and Appropriations and Ways and Means Here are some of the significant legislative measures: On Education Education has been on the top priority of the city government. Lined up under this program is the construction of additional school buildings and repair of existing buildings to make it conducive to learning. Thus, the Sangguniang Panlungsod passed a resolution authorizing the City Mayor to use the loan facilities of Land Bank of the Philippines for the construction of additional classroom/schoolbuildings. The City also continued its education assistance program. It aimed for the culture of academic excellence in Sagay City in recognition of the role played by the youth in nation building. A resolution was therefore passed by the Sangguniang Panlungsod authorizing the City Mayor to sign a Memorandum of Agreement with Negros Occidental Science High School with regards to the Support Program for Academic Excellence. This refers to the subsidy given by the city to each qualified student from Sagay City enrolled in the said school wherein they received a uniform allowance, school supplies and a monthly stipend of P1,000.00 for food. The City Library under the Office of the Sangguniang Panlungsod also continued its Roving Library Program which has benefited 4,597 schoolchildren and out-of-school youth, and the Internet Program which allows students, even professionals do their research work and advance their learning in information technology. On Agriculture In relation to the Food Security and Agricultural Productivity Program of the city, the Sangguniang Panlungsod passed a resolution authorizing the City Mayor to enter into a Joint Venture Agreement with the National Agribusiness Corporation for the creation and construction of Corn Post Harvest Processing and Trading Center in Sagay City. Said project would help the corn growers/farmers produce premium quality corn grains, reduce corn dying and processing cost, decrease post harvest losses, and would increase corn farmers’ income. The sanggunian also passed a resolution authorizing the City Mayor to purchase a parcel of land located at Barangay Colonia Divina, to be used as demonstration farm of all agricultural and farm products of the city. And, another resolution authorizing the City Mayor to enter into and sign a Memorandum of Agreement with the Department of Agriculture with regards to the establishment of the composting facilities intended for the corn growing program of the City of Sagay. A resolution was also passed authorizing the City Mayor to enter into a Memorandum of Agreement with the Department of Agriculture for the procurement of one (1) unit farm tractor in relation to its Farm Mechanization (Farm Tractor Assistance Program). On Environmental Protection Continuation of the programs on coastal and upland reforestation, and the protection of marine sanctuaries and wildlife are also among of the concerns of our city government. A resolution was passed granting authority to the City Mayor, Hon. Alfredo G. Marañon, Jr. to sign the Project Proposal and Memorandum of Agreement with the Provincial Government of Negros Occidental regarding Construction of Concrete Watch Tower at Panal Reef in the Sagay Marine Reserve Area. Another authority was granted to the City Mayor, Hon. Alfredo G. Marañon, Jr. to enter into a Memorandum of Agreement with the Bureau of Fisheries and Aquatic Resources for the deployment of (1) DA-BFAR MCS Patrol vessel within the city’s coastlines and fishing grounds. These projects would help in the protection and rehabilitation of marine environment. On Infrastructure Major infrastructure projects initiated by our local government are underway. Since we cannot rely on our local resources to fund major infrastructure projects, the Sangguniang Panlungsod granted an authority to the City Mayor to use the loan facilities of Land Bank of the Philippines to finance the city’s various infrastructure development projects that would include the acquisition of heavy equipments, construction of classrooms/schoolbuildings and development of Old Sagay Feeder Port. A resolution was also passed authorizing the City Mayor to purchase steel sheet piles to be used in the repair and improvement of Old Sagay Feeder Port. The repair and development of this port would enhance the capability of fishing community of Barangay Old Sagay. Several resolutions were passed authorizing the City Mayor to enter into a Memorandum of Agreement with the Department of Public Works and Highways for the implementation of Multi-Purpose Building projects in different barangay such as, Brgy. Gen. Luna, Brgy. Poblacion 1, Brgy. Molocaboc and Brgy. Rafaela Barrerra. Similarly, a number of resolutions were passed granting authority to the City Mayor to enter into and sign a Memorandum of Agreement with VMC Rural Electric Service Cooperative, Inc. (VRESCO) in relation to various electrification projects of the city. On Good Governance With the aim of improving business processing and licensing system in the City of Sagay, the sanggunian passed a resolution granting authority to the City Mayor to enter into a Memorandum of Agreement with the Department of Trade and Industry and German Technical Cooperation (GTZ) for the streamlining of the city’s business registration (Mayor’s Permit) under the streamlining of the business Permits and Licensing System (BPLS) Project. For the purpose of administering and developing a good governance and citizenship program as well as to pursue and track a long-term strategy towards the attainment of the time-bound vision, an authority was granted to the City Mayor to enroll under the Public Governance System Program undertaken by the Institute for Solidarity in Asia, Inc. On Women, Children and Family A resolution was passed authorizing the City Mayor to enter into a Memorandum of Agreement with Verlanie Foundation, Inc. for the establishment and operation of the Youth Development/Rehabilitation Facilities and School Farm/Training Center. This project is primarily aimed at assisting children in conflict with the law, street children and other youthful offenders by giving training and equipping them with skills so that they could be reintegrated into society. On Health The city government is now working for additional equipment to further improve the services being catered by the City Health and District Hospital to the residents of Sagay. Since there is only at present one ambulance responding to emergency calls from the 25 barangays, the Sangguniang Panlungsod passed a resolution granting authority to the City Mayor to request for an ambulance from the Office of the Honorable Congressman Erwin Pieng of Buhay Partylist. On Livelihood The Sangguniang Panlungsod passed a resolution authorizing the City Mayor to enter into a Memorandum of Agreement with the Province of Negros Occidental and Mulawin Lanatan Farmers Multi Purpose Cooperative in the provision of counterpart support to the “ORGANIK NA NEGROS” village. Provided in the Memorandum of Agreement, the city shall provide counterpart fund for trainings and the establishment of the village laboratory structures/facilities for the production of the different biological control agents. A resolution was also passed authorizing the City Mayor to enter into a Memorandum of Agreement with the Department of Labor and Employment (DOLE) re: Capability Building for Livelihood Services Program by DOLE in line with its effort to help workers and the private enterprises adjust to the growing competitive environment. On Land Use To lessen the problem of informal settlers, an authority was granted to the City Mayor to purchase a portion of a parcel of land owned by Manasis Egang situated at Brgy. Old Sagay, to be utilized as relocation site for its constituents. An authority was also granted to the City Mayor to purchase a parcel of land situated ate Brgy. Colonia Divina, to be utilized as public cemetery for its constituents and the neighboring barangays. Several applications for subdivision project were properly acted upon and approved by the sanggunian. On Solid Waste Management Plans are also underway for the development of sanitary landfill of the city. The Sangguniang Panlungsod granted authority to the City Mayor to purchase a parcel of land from Sangay Farms, Inc. consisting of (92,441.06) square meters, more or less, for the purpose. On Barangay Affairs A number of resolutions were passed approving Annual and Supplemental Budgets of the barangays, after careful review was made to ensure that it complied with the budgetary requirements and general limitations provided by law. These are our accomplishments so far. In the end, we would like to appeal to all Sagaynons for your unwavering commitment and support for the development and progress of our city for we know that we could accomplish nothing without you. |
